KKDIK & Turkey REACH: What Foreign Manufacturers and Importers Need to Know
KKDIK — often called “Turkey REACH” — is the Turkish regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals. It closely mirrors EU REACH: any company that manufactures or imports a chemical substance into Turkey at 1 tonne per year or more must register that substance with the Turkish Ministry of Environment, Urbanisation and Climate Change.
Because only a legal entity established in Turkey can submit a registration, non-Turkish manufacturers must appoint a Turkish Only Representative (OR). As your OR, ONAY Mühendislik fulfils all KKDIK obligations on your behalf — MBDF/SIEF membership, data sharing and Letters of Access, IUCLID dossier preparation, the Chemical Safety Report (CSR), SDS/SEA (CLP) classification and UFI/PCN notifications — while keeping your confidential business information protected.
Key KKDIK deadlines
- 30 September 2026 — deadline for the individual provisional registration obligation. Companies must have completed their provisional registration (or moved into full registration) by this date.
- 31 December 2026 — first full registration deadline for the highest tonnage/hazard band; later bands follow in 2028 and 2030.

Frequently Asked Questions
Is KKDIK the same as EU REACH?
KKDIK is Turkey’s own chemical regulation, modelled on EU REACH but legally separate. A substance registered under EU REACH is not automatically registered in Turkey; a separate KKDIK registration is required.
Does a foreign manufacturer need an Only Representative in Turkey?
Yes. A company without a legal presence in Turkey cannot register directly and must appoint a Turkey-based Only Representative to act on its behalf and hold the registration.
What is the KKDIK registration deadline?
The individual provisional registration obligation runs to 30 September 2026. Full registration deadlines depend on tonnage band, beginning 31 December 2026.
What is MBDF / SIEF?
MBDF (the KKDIK equivalent of a SIEF) is the substance information exchange forum where registrants of the same substance share data and agree on a joint submission led by a lead registrant.
Do we also need UFI/PCN notification?
If you place hazardous mixtures on the Turkish market, a UFI code and PCN (poison centre) notification are required in addition to KKDIK registration. ONAY manages both.
